My telegram of 9th August. Control of shipbuilding facilities are not being given here for laying down of new vessels for foreign flags. No shipbuilding material will be allowed to be exported to colony for this purpose. You should not allow any new vessels to be laid down for foreign account and vessels now under construction within colony should not be allowed to be transferred to a neutral flag until definite arrangements have been made for time chartering to approved British firm for period of war and for 6 months afterwards at about half market rates.
